Portland City Council's president will soon propose reforming the city's Arts Tax.
The $35-a-year tax was approved by city voters in 2012 to help pay for arts teachers in public schools.
The city has been sitting on millions of dollars of Art Tax reserves every year that could have gone to nonprofit organizations, including those that have recently lost funding under the Trump Administration.
